extremely high at present suggest hangoon Singapore first class

giving definite opinion. Meanwhile consider practice adopted by

Hongkong Government since requisitioning scheme came into force

sub-charters should be brought your notice. Owing abnormal

rates of charter freights consequently very high. Hongkong

Government intervening sub-charters make large profite at the

expense of shippers and consumers. Owing these charter rates

chartered ships will leave Rangoon run now freights fixed

reasonable figure. This Government refuse allow any charter of

Straits Settlements registered ships.
